Retribution never helps, the only thing that matters is changing to be a good person. The type of culture that threats the lives of an individual, especially for a serious offense is likely to discourage change, and might cause the person to be worse. Just like a successful Norway justice system depends maybe, if you treat a person like a non-human animal, don't be surprised that the person will be one. Not exact quote by the way. Forgiveness is important, especially for very serious type of people. The only responsibility is legal therapy that works. Taking that away probably means being responsible for the higher risk of certain crime.
